Changelog updates (#1129)

* Use Changelog.jl for changelog maintenance.

Generate links in CHANGELOG.md using Changelog.jl and add the changelog
to the HTML documentation.

* Add changelog to the 48 missing releases between 1.0.0 and 1.10.0.
