[Kavita] Switch to Webtoon Mode based on 'Webtoon' Tag

Idea Description

I believe adding an automatic reader mode change based upon a title's tags would be useful for 2 use cases.

1: Many metadata sources have 'Webtoon' as a tag, so it would populate automatically without additional development.
2: The user can simply add the tag themselves if it didn't populate automatically.

This combined with the Mode Change on Resolution Detection should capture the majority of webtoons without creating any more false positives.

I'm not experiencing false positives. What I was meaning to communicate is that this feature wouldn't create false positives.
