Don't apply max version to dependencies.

@ZaahKing Please elaborate on you request. Why do you want us to remove the version limitation? They are in place for a good reason. For example, an EF Core 8 targeted release will not work with EF Core 9.

In our big project we have too many related packages. And we cannot update EFCore in all of them at the same time. And we want update Pomelo independently of other packages.
