Nope. This issue is to remind us to add MPL 3.10. We have it turned off right now because basemap can't be installed with it yet.

Things are moving along see matplotlib/basemap#614

matplotlib/basemap#614 just got merged; should build now with numpy above 2.0

Note it is still on the develop branch however. We could track it there or wait until some other things are fixed.
