Is the control plane instance group only allowed to perform administrative tasks and not playbook tasks?

Feature Summary

Is the control plane instance group only allowed to perform administrative tasks and not playbook tasks? I noticed that selecting the control plane instance group causes the task to enter a pending status, while choosing the default instance group does not. If the default spawned instance group cannot execute tasks, having to spin up new containers every time drastically reduces efficiency
