[Bug] [schedule] Using Import Workflow with schedule releaseState=online, but workflow not starting

What happened

workflow relaeseState and schedule releaseState both are Online, but workflow does not start to run until manually offline and online schedule.

and idea why?

In addition. I found that when I export a workflowDefintion with online releaseState and online scheduleState . Then i import from it. The scheduleState on the new workflowDefinition are offline.
Is that a problem?
