Description

As part of Autoware Core implementation activity discussed in this thread, I will be porting autoware_qp_interface from Autoware Universe to Autoware Core.

Purpose

Port autoware_qp_interface from Autoware Universe to Autoware Core.

Possible approaches

Fix bugs if detected.
