Describe your feature request or suggestion in detail

Implementation of the following:
RegisterPlayerEvent(OnSpellLearned, FunctionToCall)
FunctionToCall(event, player, spellid)

For reference:
azerothcore/mod-eluna#3
https://github.com/azerothcore/azerothcore-wotlk/pull/8084/files
this but for OnLearnSpell instead of OnPetAddedToWorld.

hopefully this explains it, I'm not too familiar with the core myself :)
