[Feature] UV not only from uv.lock

I think it's a good idea to implement logic like this:

• If uv.lock found: install packages from uv.lock
• Otherwise: install packages from pyproject.toml

I saw something like this in code, but actually installing from pyproject.toml is not realized yet.

I agree. UV is awesome, but having to commit lockfiles is not ideal.

Hi @Ruhrozz, @vlasakjiri, you can try out ClearmL Agent v2.0.0rc1 with the new support for agent.package_manager.uv_replace_pip (see here for configuration)
