Describe the bug
Throw tags taking precedence over OpenApiResponse attribute.

To Reproduce

    /**
     * @throws \Cake\Http\Exception\BadRequestException
     */
    #[OpenApiResponse(schemaType: 'string', statusCode: '400', description: 'Bad Request')]
    public function api(): \Cake\Http\Response

Expected behavior
Attribute should take precedence.

Version and Platform (please complete the following information):

OS/Platform: Linux
CakePHP: latest
SwaggerBake Version: latest
