As in YouTube when we hover over the progress bar it shows the current time and the segment name as well as a small preview of the frame at that particular time.

I want to implement a video preview feature where users can hover over the seek bar and see a static thumbnail preview of the video at that specific time .

Approach:
Extracts a frame dynamically on hover
