Publish 0.4.0 release for registry-operator

Issue Description

After completing the other tasks to support OpenShift 4.16+ we should publish a new release of the registry-operator as there are feature changes to dependencies (e.g k8s.io/api or controller-runtime) that have been bumped up to k8s v1.31.

• Registry operator new release is published following Release Process - Checklist

Being a part of #1693, we should ensure com.redhat.openshift.versions is updated in 0.4.0 publication under the OpenShift OperatorHub.
