This works:
mocha -r ts-node/register -r tsconfig-paths/register D:\Test.ts

This will have some issues with dependencies:
mocha -r ts-node/register -r tsconfig-paths/register d:\Test.ts

TypeError: Cannot read property 'currentRetry' of undefined
