Adjust URLs used for diagnostic/analyzer help

dotnet/docs-aspire#3145 is going to rework how diagnostic analyzers are documented. Instead of linking to the overview page and a bookmark (this is still supported for backwards compatibility), the URLs should link directly to the document itself.
