Pan : different threshold per direction

Hi!

With a Pan recognizer, is there a way to use a different threshold depending on the pan direction ?
e.g. : having a threshold of 10 for panup, and a threshold of 20 for pandown

This would probably be possible using Hammer 2.0 and separate recognizers if recognizer configs didn't leak. Closing in favor of #813
