I think this is in the provider's hands to update the URLs, since we're getting 404s now. If the timeouts still persist, I can add them to the "large services" list, they won't be harvested as often but the timeout is considerably longer, right now CO-OPS and NDBC are on the list, each takes a few hours to harvest.
