A contract which keeps track of all the dispute template on that chain.

Rationale

The subgraph cannot index a dispute template emitted before a new arbitrable contract interacts with the known contracts (such as the arbitrator or the foreign gateway). This solution enables a more robust and simple subgraph implementation.
