It is standard procedure to delay the execution of a change in stakes if the phase of the arbitrator is not currently Staking.

As a juror, I want to be informed if my stake changed is not applied immediately.

After further discussion internally, it was decided to make changes to the Sortition Module such that the delayed stakes have less UX impact, and so that we don't need to expose such technical info (delayed stakes, phase) to the users.

It will be addressed by #990
