Need Option to pass Payload Filters in Config similar to Java sdk

Is your feature request related to a problem? Please describe.
Currently, there is no support by python sdk to allow users to pass payload filters. Due to large number of feature flags, we are facing memory issue in our services.

custom payload filter is available in java sdk and hence same can be built here as well.
