privacy, beacons on mdn not respecting browser settings

There are many examples, listing only one as I think this is a misconfigured flag.

For example, if you visit any MDN page with firefox, and have about:config: toolkit.telemetry.reportingpolicy.firstRun: false, you will still see beacons such as
