remove GOVERNANCE, update COLLABORATOR_GUIDE, possibly other docs

Since the Website WG isn't a thing, the GOVERNANCE and other docs need to be updated (and in some cases perhaps removed). There are still rules we need to agree on and follow, but formal governance is less of an issue.
