[Bug]: Missing "Pay Later" button translation

Describe the Issue

We offer a "Pay Later" option in our Germany-based online shop. Our customers see the button if their billing address is in Germany. They also have the option to use the shop in English.

If a customer has set the language to "English" and their billing address is in Germany, the shop displays the following:

The parameters sent to PayPal are correct.

Why is the text on the button not translated?

1. Load PayPal SDK with locale="en_US" and buyer-country="DE"
