1.28.1 release plan

Tracking issues that we want to address in 1.28.1. Suggested scope from #4211 (comment):

1. The new way should keep working, to avoid penalizing people who already migrated.
2. The old way should also work and generate some warnings, with a link to leave feedback.
3. There should be an environment variable that disables the old way.
4. Maybe there should also be a setting (as in ~/.rustup/settings.roml) to disable the old way?
5. Address the incorrect suggestions as described in Recommended toolchain install command line isn't exactly right #4212

Other issues:

• v1.28.0 broke rustup show active-toolchain #4217
• rust-toolchain.toml is not used for rustup toolchain install #4216
• Operation timeout after update to 1.28 #4213
  • Addressed in Use read_timeout for reqwest instead of timeout #4218
• Recommended toolchain install command line isn't exactly right #4212

With the bandaid fix in #4214 restoring auto-install by default, I think the remaining items and issues can be deferred until 1.28.2?

I made a start on the release notes in #4223.

we are currently debugging an issue where all docs.rs builds don't work, and currently we believe a change to rustup (specifically #4023 ) broke it.

While I'm not sure if it's a bug, or we are just using it wrong in rustwide, this definitely needs a fix.

I am unable to install rustup due to #4213.
