bulk_mark feature: optionally mark subcompletions

See sibis-platform/ncanda-operations/issues/9380 - even though bulk_mark marked the whole clinical / limesurvey_ssaga_{youth,parent} forms as complete, it didn't mark the subparts, so later calls of redcap_update_summary_scores / redcap/update_bulk_forms wanted to change the completion status. To that end, bulk_mark should have an option to apply the completion status to all completion fields found in the form.
