Update the API documentation

The goal of the issue is to propose an update the Doxyfile, for a better documentation generation. The following lines are targeted:

• Optimization for Python
• Hiding the scope name for better readability
• Update documentation style for better readability
• Document static members
• Add a documentation badge to ease the access to the documentation
• Automatically generate and publish the documentation for each release
