[feat]: Add Drag & Drop component

A clear and concise description of what the feature is

Making the drag & drop feature used by relations input, repeatable components, dynamic zones, configure view, etc, as an easier to use react component.

Why should this feature be included?

For use by plugin developers and a cleaner main Strapi repository code.

Currently it's a pain to try to include the same way Strapi uses drag & drop to your own plugin with all the contexts and typescripting used.

Please provide an example for how this would work

Unsure how different each implementation in Strapi is as to how it could be best configured.

Though it doesn't seem like nobody has discussed it in nearly 2 years since the issue was created. Or i don't have permission to see it.
