Migrate from the stalebot app to GitHub Action

The stalebot application that we use in this repo is working ok but it does not work in other repositories in this organization.

• Use GH Actions with crontab using this config - https://github.com/antonbabenko/pre-commit-terraform/blob/master/.github/workflows/stale-actions.yaml
• Remove .github/stale.yml
• Remove https://github.com/organizations/terraform-aws-modules/settings/installations/8402089
• Reopen Feat/bug: workers ASGs that are more resilient to unnecessary change #1105 when the rest of tasks are done

If issue belongs to a milestone, it should not be closed by the stalebot (ref: #1105 (comment) )
