RELEASE_PLEASE not triggering for server #110

No way of triggering a gitops_server release when changes are made outside of the gitops_server directory.

This seems to be a limitation of the release please spec.... and is really annoying.

Either we go back to everything being part of the top level module or we create a sub package gitops/lib and separate gitops_cli and gitops_server directories.
