[NEW] Extend ValkeyModule_SetCommandACLCategories to support also none Module commands

The problem/use-case that the feature addresses

Currently the ValkeyModule_SetCommandACLCategories only support adding ModuleCommands to a category. In our case we create a new category, and would like to include some of the none modules APIs.

This way we can define "Roles" using Categories.

Description of the feature

Extends ValkeyModule_SetCommandACLCategories or add a new API that will allow setting node modules APIs in a Category.
