update dotnet-ef version from 3.1.2 to 6.0 #472

The dotnet-ef is required when you want to 'dotnet tool migrations add Baseline_vX'. Old version causes error, because it installs not compatible version.

Hi, in azure cloud shell, dotnet sdk version is 7.0 but this script requires 6.0. Please update it

The latest install instructions are updated to install dotnet 6, please see the instructions here https://github.com/Azure/Commercial-Marketplace-SaaS-Accelerator/blob/main/docs/Installation-Instructions.md#basic-installation-script

I have updated the dotnet tools to v7

Approving this as this is will help the local environment setup. Tested the dotnet tool restore. works fine
