- Updating OpenBLAS version to use better multi-threaded GEMMs (2D thread distribution for multi-threaded GEMMs OpenMathLib/OpenBLAS#1320).
- Use contiguous CPU workspace for naive GPU allreduces.
- Use same CUDA stream for cuBLAS and cuDNN to avoid potential race conditions.
