IF you really need recursive DNS and AXFR multiplexed on port 53, you could dnsdist on port 53, which forwards AXFR to port 5300, and all other queries for example to port 53001 where pdns-recurser is listening

Subject: [PowerDNS/pdns] forward axfr from recursor to authorizative (Discussion #15262)
can the recursor allow AXFR to be forwarded/proxied to authorizative?
I have both daemons running on same machine, pdns_server listening on 5300 and pdns-recursor on 53.
all queries go to recursor first and I want to allow AXRF for one domain forwarded to pdns_server.
any hints?
