Dropbear 2024.86 w/ single user fixed password

Static Dropbear build, for use inside non-root docker containers to gain remote SSH access.
Set environment DROPBEAR_CLEARML_FIXED_PASSWORD=password to allow fixed user (i.e. dropbear process user) with fixed password login via SSH.
