Increase progressDeadlineSeconds for log-cache deployment #58

On some IaaSes, we've found that UAA takes longer than 10 minutes to start. This leads the kapp deploy to fail for log-cache once the deployment has been struggling for 10 minutes.

Note that the default value is 600 seconds.

We have created an issue in Pivotal Tracker to manage this. Unfortunately, the Pivotal Tracker project is private so you may be unable to view the contents of the story.

An alternative may be to go with a startup probe. See Protect slow starting containers with startup probes
