I think it is better if this is placed in config.rs in the validate_config function maybe right after the database check.
There you can use err! just fine. Also because that will trigger log! which will attempt to output to everything configured, stdout/stderr, file and syslog.
That will also prevent people from starting Vaultwarden and prevents no logs being written while they are expecting this.

Closes #3055. Logs a message to stderr if the configured log file isn't writable. Because the
error!macro is configured to use any log files already set up I'm usingeprintln!here. Let me know if there's another way you would prefer.
