Pre-transition period steps for the hosted devfile registry service

With the hosted registry now being deployed and running on AppSRE's OpenShift Dedicated Environment, before we formally start the formal transition period for the hosted service, there are some necessary steps we need to do:

• Transfer devfile.io domain to Red Hat IT ownership
  • Already in flight.
• Set up an Escalation policy and Pager Duty for the registry service via AppSRE
• Record an overview of the devfile registry for any parties that would need to service the registry. Should cover the following:
  • Architectural overview for the service
  • Expected users / usecases
  • SLOs and how to handle certain failures.
