Update to Rails 5, Ruby 2.3.3, remove therubyracer #718

Describe the proposed changes

I updated the Ruby version and Rails version to reflect the latest and recommended versions to stay up to date with the framework. I also removed the use of the therubyracer gem because the nodejs package is installed, but included a general motivation for needing to run docker-compose build.


Update packages to latest versions. The actual nodejs is installed on line 18. Changed to a general comment regarding the need to rebuild images when adding gems.
