We are going to decommission the existing issue-labeler service/app, and we are replacing it with a GitHub workflow-based implementation that allows for self-service onboarding and model training. This PR onboards to the workflow-based approach.
I can work with someone who has Maintain permissions in this repository to get through the onboarding process and coordinate disabling the existing service/app for this repo. Once this PR is merged, it will take about 30 minutes to finish the onboading process. I'd like to use this repository as a means for testing the Onboarding documentation.
