To make it easier to specify a value converter without a value comparer or a provider type with a value comparer, on PropertyBuilder, PropertyBuilder<>, PropertiesConfigurationBuilder and PropertiesConfigurationBuilder<>:

Make the first Type parameter or generic argument represent either a value converter type or a provider type depending on whether it derived from ValueConverter
