Description of Change

Converted the disable core watchdog timer functions to bool. This allows for a check to see if they were previously enabled (so you don't need to turn it back on if you are working around a slow process). Also fixed LittleFS::format to use the function results.

Tests scenarios

Tested using LittleFS_Test example, which was having issues on C3 &C6
