OpenBLAS: update to 0.3.23; OpenBLAS-devel: update to upstream; fix both for 10.6

Description

Upstream advises against using 0.3.22, see: OpenMathLib/OpenBLAS#3989 (comment)
Extra patch reverts the commit that breaks builds on 10.6.
