This PR updates the GitHub workflow
basemap-for-windowsto ensure that GEOS and_geoslibare built using MSVC 14.0 for backwards compatibility.In addition,
GeosLibrary.buildnow receives an optional argumenttoolset, so that e.g. Windows users with Visual Studio 2022 can settoolset=v140and build with MSVC 14.0 if they have the VS2015 subpackage available.
