This pull request includes several changes to allow MSTest.Sdk to be used on infra/shared testing libraries. For these libraries,
Microsoft.NET.Test.Sdk,MSTest.TestAdapterand allMicrosoft.Testing.Extensions.*packages are not required.Fixes #3567
