disable Firebase tests on python-rsa backend #118

As discussed in #114, it is my conclusion that the python-rsa backend fundamentally cannot support certificates. As such, simply skipping the Firebase tests if this is the only backend available seems like a reasonable approach.

NOTE: This addresses the failures in running the test_firebase.py module in the "base" test runs. Other failures are addressed in #116 and #117.

Python-rsa does not support certificates.
