Update serve-static (used in dev-server to serve public assets) to v2.
Main breaking change is dotfiles being ignored (full changelog: https://github.com/expressjs/serve-static/blob/master/HISTORY.md#200-beta1--2022-02-05)
To keep backward compatibility and also valid cases like
public/.well-knownoption value is kept toallow.
