GHES - how can i add one person to multiple orgs and teams together ?

Hi,

I have multiple orgs setup in GHES. There are some central teams which need to be part of all these orgs. We can create dedicated teams for such central team in each org and make someone from that team as maintainer. The issue is the maintainer cannot add someone new inside the team until he/she is added by org owner inside org. To remove this dependency - either i should be able to create a custom role which let maintainer invite someone to org also or maintainer can add new person without being part of org.
Please suggest
