This bumps pypi-attestations to 0.0.23, which includes a fix for verifying attestations that are missing one of ref or sha, but not both. This can happen under normal operating conditions in GHA, and reflects the same check that's already present on the Trusted Publishing side (where we need at least one, but not both).
