I suspect that maybe ubuntu 16.04 is too old for arm64 packages to exist?
We probably don't want to upgrade the baseline environment here if we can avoid it (since that bumps libc versions etc), so it might be necessary to either build the library here from scratch (like we do for make etc)... We can also try fetching it from a newer ubuntu (like we do with the cacerts) but that seems potentially annoying due to the libc issues.

Ah, I think the problem is that in 16.04 arm64 was on
ports.ubuntu.com

You need to modify the existing sources entries to use
deb [arch=amd64,i386]
and add a new one forports.ubuntu.com
that usesdeb [arch=arm64]
.
