Update CI workflows
Motivation and Context
Remove the use of the
ubuntu-20.04GitHub Actions runner image.GitHub has deprecated the
ubuntu-20.04Actions runner image, and it will no longer work.More information: actions/runner-images#11101

CI running fine.
